A winter trip to Naran works — but only in November. The Mansehra–Naran–Jalkhad (MNJ) road usually stays open to Naran town until late November or early December, and in November you can still drive up from Islamabad, watch the first snow, and reach Saif-ul-Malook Lake by 4WD jeep on a clear day. From December to April, Naran is effectively closed: the district administration bans travel beyond Kaghan town, most families move down the valley, police posts are withdrawn, and no hotels or restaurants stay open. Do not plan a December, January or February trip to Naran. Plan November — and confirm the road the morning you leave.

The Honest Rule: November Is the Trip, December Is the Closure
Every source agrees on the shape of Naran’s winter, and this guide does not soften it. The road guides describe the pattern year after year: the valley closes from the top down, section by section, by order of the district administration. In a normal year the N-15 is open to Naran from late April until snow closes it in late November or early December. After the second snowfall — usually in early December — the deputy commissioner bans travel beyond Kaghan town until summer. By then most families from Naran and the villages above it have moved down the valley for the winter, the police posts are withdrawn, and no hotels or restaurants are open. From December to April, visitors are allowed as far as Kaghan town and Shogran — and there is nothing open up in Naran anyway.
On 3 November 2026, Dawn reported heavy snowfall across Kaghan Valley: traffic on the MNJ road was temporarily suspended for slippery conditions, then cleared for traffic up to Naran only, while tourists were barred from travelling beyond the town toward Babusar Top until the weather improved. The road to Saif-ul-Malook Lake stayed open to four-wheel-drive vehicles, and the Kaghan Valley Hotel Association’s chairman said tourists were still coming to enjoy the snowfall. He also said the tourism season would most probably end in December, when the heaviest snowfall suspends the valley’s entire communication system. That is the November window in one news report: open, beautiful, and about to close.

Getting There: The November Drive
- Route: Islamabad → Hazara Motorway (M-15) → Mansehra → Balakot → Kaghan → Naran, about 6–8 hours depending on road and traffic. Start early and avoid night driving on the mountain road.
- In November: the N-15 is normally passable to Naran, but a single snowfall can close it for hours or a day. Motorists are warned to drive cautiously from Balakot to Naran in slippery conditions and to avoid rash driving.
- Beyond Naran: Babusar Top (4,173 m) is closed — snowfall on 11 October 2026 closed the pass for the rest of the season, and it reopens only after NHA snow clearance, expected around June 2027. Do not build any plan on crossing to Chilas or Hunza over Babusar in winter; for Gilgit-Baltistan in winter, the route is via Besham on the Karakoram Highway, not Babusar.
- Saif-ul-Malook: the 9 km jeep track from Naran town is rough and bumpy (about 30 minutes by 4×4). In November it is open on clear days to four-wheel-drive vehicles; in one reported winter pattern, access was limited to daylight hours (about 11 am to 3 pm) and only with tyre chains. Confirm with a local jeep driver the morning you go, and do not assume a clear morning means a clear afternoon.

What to Do on a November Naran Trip
- Watch the first snow in Naran town. The town itself, the Kunhar River and Naran Bazaar are the trip when the high places are shut. Snow on the bazaar roofs and the river valley is the experience — not a consolation prize.
- Saif-ul-Malook Lake by 4WD (if open). The lake at 3,224 m, ringed by peaks including Malika Parbat, is Naran’s signature sight. In November it may be partly frozen with snow on the shore. There are small tea stalls and a few boats near the shore in season, but no hotels — plan it as a half-day trip from Naran town.
- Lulusar Lake on the way up (when open). Lulusar sits on the road from Naran toward Babusar; it is reachable while the road beyond Naran is open, and shut with it. Treat it as a bonus, not a promise.
- Shogran as a stop, not a detour. Shogran, below Naran on the Kaghan road, is reachable by jeep from Kiwai and sometimes works for snow when Naran itself is closing. See our Winter Trip to Shogran guide for the details.
- Do not plan: Babusar Top, Dudipatsar Lake, Ansoo Lake, or any high trek. All of them are snowbound and out of reach in winter.

Where to Stay: Confirm, Then Book
Most Naran hotels operate roughly May to October, and the winter closure empties the town. In November some hotels are still open — but “some” is doing a lot of work, and weekend demand can still fill them even after Babusar closes. One travel guide describes Luxus Naran as a riverside resort with reliable central heating in the shoulder season; treat that as a reported lead, not a guarantee, and confirm heating, hot water and restaurant hours by phone before you travel. The rule for a November trip: book the room, not just the photograph — and have a fallback in Kaghan town or Balakot, lower down the valley, in case Naran’s hotels have already shut for the season.
A 2-Day November Itinerary
Day 1 — Islamabad to Naran. Leave early (the drive is 6–8 hours). Stop at Kiwai for the Shogran turn-off view if time allows, reach Naran by afternoon, walk the bazaar and the Kunhar riverbank, and confirm the next morning’s Saif-ul-Malook jeep with a local driver before dinner.
Day 2 — Saif-ul-Malook and home. Early start, 4WD jeep to the lake if the track is open (daylight only, chains if advised), back to Naran by midday, and drive to Islamabad the same day — or stay a second night in Naran if the weather is holding and your hotel confirms it. If the lake track is closed, spend the day on the town, the river and the snowfall, and leave on time: a November afternoon can turn the road slippery fast.

November in Naran is cold enough that gear is not optional: an insulated winter jacket, KEEN Targhee 3 hiking boots for icy lanes and lakeside paths, and an Anker PowerCore portable charger — cold drains phone batteries fast, and you need your phone for road updates.

In November, on a clear day, by 4WD jeep — the track is rough and access is daylight-only with chains when advised. From December the lake is snowbound and out of reach.
