ToggleShort Answer
Shogran in winter is the one corner of Kaghan Valley that sometimes works when everything above it is shut — but only as a snow day trip or a short, flexible stay, never as a guaranteed winter base. The hill station sits at 2,362 m, and from November to March it is snow-covered with limited road access: the jeep track from Kiwai can be blocked after heavy snow, most hotels are closed, and Siri Paye Meadows above it is out of reach from October to April. What does work is a clear-weather visit for snow-covered pine forest, ridge views and a quiet weekend — if you confirm the road the morning you travel and keep your plans loose.

Why Shogran, and Why Only Sometimes
Shogran’s winter case is a narrow one, and this guide states it plainly. It is lower than Naran and sits at the mouth of the valley, an hour off the main road — which is why the seasonal road guides say that from December to April, visitors are allowed as far as Kaghan town and Shogran, while everything above is banned. Tour operators put it the same way: in winter, the upper valley including Naran is usually snowbound and most hotels close, but lower Kaghan and sometimes Shogran can be visited for snow — for snow day trips only.
“Sometimes” is the word that matters. Shogran’s own winter weather is serious: temperatures around 0°C to −10°C, January bringing heavy snowfall with roads often blocked, and most hotels closed. February can be more forgiving, with snow melting in the lower areas and the jeep track sometimes accessible — but only sometimes, and only if you confirm before going. A Shogran winter trip is therefore a trip you plan around a weather window, not around a date on a calendar.

Getting There in Winter
- Route: Islamabad → Hazara Motorway (M-15) → Mansehra → Balakot → Kiwai, then the steep 8 km jeep track up to Shogran. The full journey is about 270 km and 6–7 hours in good conditions.
- The jeep track: the road from Kiwai to Shogran is steep but manageable in a 4×4. In winter it can be blocked after heavy snow — check its status the morning you travel, and do not attempt it in a small car after fresh snowfall.
- Mobile signal: weak to none inside the valley, and no coverage at Siri Paye. Tell family your plans before you enter the valley, and download offline maps.
- What not to plan: Siri Paye Meadows. The jeep track from Shogran climbs to the meadows at about 3,000 m, but it is closed by snow from November to April, and the meadows themselves are a freezer in winter. Makra Peak (3,885 m) and the Siri Paye walks are summer experiences.

What to Do on a Winter Shogran Trip
- Walk the snow-covered pine forest. Shogran’s pine forests are the winter attraction: snow on the trees, quiet trails, and none of the summer crowds. Keep walks short and on the main ridge and village paths — do not wander onto the Siri Paye track in snow.
- Watch the sunrise from the main ridge. The ridge views over the valley are Shogran’s best-known sight, and winter sunrise over snow is the photograph the place is known for.
- Treat it as a snow day, not a sightseeing list. There is no checklist of attractions in winter Shogran. The trip is the snow, the forest, the views and the quiet. If you arrive needing five sights, you will be disappointed; if you arrive for snow and silence, you will not.
- Combine with Kaghan town, not Naran. If the road beyond is open in November, Naran makes a natural extension (see our Winter Trip to Naran guide). From December, do not plan past Shogran and Kaghan town.

Where to Stay: Few, and Confirm First
Shogran has hotels across budgets in summer — Pine Park Hotel, Arcadian Sprucewoods Resort (also listed as The Spruce Resorts, log-and-stone cabins), Cedarwood Lodge, Green Park Hotel and Greenland Hotel among them — but most tourist facilities run in summer, and winter operation is the exception, not the rule. This guide names them as reported summer options, not as confirmed winter stays: call the hotel directly and confirm it is open, heated and staffed for your exact dates before you travel, and have a fallback in Kaghan town or Balakot, lower down the valley, where the road stays open longer. Do not arrive in Shogran in winter without a confirmed room.
A 2-Day Winter Weekend
Day 1 — Islamabad to Shogran. Leave early, drive to Kiwai, take the jeep track up (confirm it first), and arrive by afternoon. Walk the ridge, watch the sunset over the snow, and eat and sleep early — winter days are short and the cold comes fast after dark.
Day 2 — Snow morning, drive home. Sunrise from the ridge, a short forest walk, and drive back to Islamabad by afternoon. If overnight snow blocks the track, wait for clearance rather than forcing the descent — this is exactly the trip where a flexible return matters.

Winter in Shogran is cold, wet and slippery: an insulated winter jacket, KEEN Targhee 3 hiking boots for icy tracks, and an Anker PowerCore portable charger — signal is weak and cold drains batteries, so keep your phone charged for road updates.
